How do I go about getting tax payer funded grants to study intelligent falling?
Gravity is only a THEORY, after all. I want to study Intelligent Falling, and i want the gov’t to pay for it.
Why not?

I think the Theology Department has something along those lines, or maybe Cultural Studies?

Then find out what grants are available, fill out the paperwork for the appropriate grant, and apply.
By the way, the grant has to be available, it won’t be created on request (or demand).

Do some research into what grants are available. You might try looking into physics. From there draw up a grant proposal and submit the paperwork for review. If the research is found to be of military value or beneficial to the public you will get the grant if not try again.
